✓ Making our neighborhoods safe so our children can safely play in the neighborhood,
✓Preserving open space and keeping our air and water clean so we are not run over by development and there are wonderful places for kids to play outdoors; and
✓Limiting Taxes so that while we can build roads and schools, we can also still afford to live in Fairfax County.
My desire to improve our neighborhood has given me the energy to work tirelessly over the past 16 years as your Delegate and four years prior to that as the West Springfield Civic Association President.
My web site is designed to give you a perspective of the past, present and future of our district which comprises the areas of West Springfield, Saratoga, Lorton, Fairfax Station and Mason Neck.
Because I grew up in our neighborhood, currently live in our neighborhood, and even work in our neighborhood, I have a good idea what we need and want from our government. Over that past 16 years of service as your Delegate, I have worked hard for you and gained seniority in the House which has enabled me to deliver results for our neighborhood and NOVA. These bipartisan results have built roads, kept class sizes small , made space available for our children to go to Virginia Universities, cleaned out our neighborhood of gangs, and eliminated outrageous taxes. I am not going to insult your intelligence by implying I did all these alone. No success is ever achieved alone. These were all accomplished with the help of my constituents and fellow legislators.
I continue to ask for your vote because we are not done yet - there is more work to do, and with your help, we can continue to improve transportation, provide new and renovated school building with small class sizes, preserve open space and provide for clean water and air, and continue to fight against outrageous taxes.

CRIME
Elimination of Parole Dave was an original Co-Sponsor of this bill, and helped write its very first draft. The Elimination of Parole has dropped VA's violent crime far beyond the national average. This is because 75% of violent crime is committed by repeat offenders. Since we now keep them in prison, they are not in your neighborhood committing crimes.
Toughest anti-gang laws in the U.S. Delegate Albo is the author of most of Virginia’s Anti-Gang laws.
Harshest DWI/DUI laws in U.S. As Chairman of the Courts of Justice Committee, Dave helped write most of Virginia’s recent DWI/DUI punishment bills, which make Virginia’s laws the toughest in the U.S.
Virginia puts child molesters away FOR LIFE. Dave Albo was an original Co-Sponsor of the Sexual Predator Civil Commitment Law, and the Chief Sponsor of Virginia’s “Jessica’s Law” that increases punishment on violent child molesters by 500%
Anti-terrorism Law. Delegate Albo is the author of this 2002 law that is being used to execute the “Sniper” John Mohammed, and which gives police investigative tools to fight terrorists, such as the ability to wire tap computer traffic so terrorists can't hide.
Long Prison terms for Drug Dealers and Life in prison for Kingpins As Chairman of the House Courts of Justice Committee Delegate Albo has ensured drug dealers lengthy prison time.
IMMIGRATION
Barring Illegal Aliens Driver’s Licenses. Delegate Albo and Sentor Jay O’brien were the first two legislators in the U.S. to bar illegal aliens from obtaining Virginia Driver's Licenses.
Barring Illegal Aliens from Taxpayer Funds. Delegate Albo was the second legislator in the country to bar adult illegal aliens from receiving non emergency tax payer funded programs.
TAXES
Delegate Dave Albo supported and help pass all of the following tax cut bills which:
Eliminated 70% of the Car Tax. Still working on the rest
Cut the Food Tax in 1/2
Eliminated tax on non prescription drugs
Eliminated the Estate "Death" tax
Created Open Space Land Preservation Tax Credits.

EDUCATION
100% increase in education spending but WITH accountability for your tax dollars.
Since 1993, we have increased funding for K-12 education by well over 100%. But we did not do it with a blank check, we did it with accountability -- the Standard’s of Learning (“SOL’s”) which test students to make sure they are acquiring the needed knowledge and skills and make sure teachers are accountable to teach these skills.
Since SOL implementation, there has been a 44% increase in the number of kids passing the reading SOL's, an 84+% increase in Algebra I SOL’s, and an 87% increase in Algebra II.
Albo/Rust Public-Private School Construction Plan. Delegate Albo and Delegate Jack Rust designed the financing mechanism that was used to build our South County Secondary School. SCSS was the first school in Virginia built and financed by a private company. By combining Delegate Albo’s financing plan and the South County parents’ land swap idea, we were able to build the school in 1/2 the time and at 2/3 the cost!
QUALITY OF LIFE
Fighting Overcrowded Houses and Commercial Truck Parking.
Delegate Dave Albo is one of the General Assembly’s leaders in giving local governments more tools to fight the deterioration of our residential neighborhoods. In older neighborhoods built before homeowners’ associations became prevalent, there are no restrictions on how people maintain their property and no association rules regarding how many people can live in a house and what can be parked on the local streets. So if you are to travel in older neighborhoods you will see people who abuse their neighbors by packing many unrelated people into a house, running businesses (e.g. taxi or lawn care) out of their homes, and parking their commercial trucks on the street. Delegate Albo’s laws give County zoning enforcement the ability to get search warrants for zoning violations such as exceeding the number of people who can live in a house and operating a business out of a residential unit. His other bills give police the ability to ban and ticket parking of trailers, containers, and trucks greater than 12,000 lbs or greater than 20 feet.
Smoking Ban - Delegate Albo Writes the Historic Compromise that is Approved by Republicans and Democrats
People often complain that politicians don’t work across party lines and don’t compromise. When it comes to things like the Democrats’ plan to release gang members and drug dealers out early, Delegate Dave Albo fights. But when politics gets in the way of what his constituents want, Dave will work with anyone who can get things done. In the past, politics got in the way of banning smoking in restaurants, a request of thousands of constituents. Dave wanted to ban smoking in restaurants, but still allow business owners who wanted to operate an establishment that was designed for smoking. Dave drafted the monumental smoking ban compromise. It bans smoking in restaurants, but allows a restaurant to create an area that is separated by walls or glass and is separately ventilated so that the smokey air does not mix with the non-smokey air. His bill also allows private clubs to decide for themselves. This was very important to Dave because of his belief that in America, you can’t tell private individuals what to do in the privacy of their own homes. Thus, for example veterans who fought in WWII, Korea, Vietnam, and even Iraq and Afghanistan can decide for themselves what they want in their own VFW’s or American Legions.
